Pursuit of Strategic Vision in the New Era and Goals of Foreign Policy (August 28, 2014)

The new world order is pushing humanity towards inhuman forms of global governance. States are tried to be deprived of the will and ability to maintain their independence, let alone forming the elements of a just and peaceful world order. In this respect, Turkey should act with the awareness that it does not have the luxury of pursuing a "precious loneliness" strategy in the new period in the region, and should raise its level to a strategic concept that will give hope to the entire geography.

In an press interview in 2010, Mr. Ahmet Davutoğlu briefly said the following about the AK Party government's roadmap:

“We are having great restoration since 2002. The 1st restoration is Tanzimat. The 2nd restoration is Republic. The 3rd restoration is the security-oriented restoration period under NATO after the World War II. Now we are experiencing a period of freedom and European Union-oriented restoration. We are adapting to the international economic order in economy. We are in the process of democratization in politics. Turkey is turning into a position which has a say in foreign policy. Some of our reflexes reflect the periods of Abdul Hamid, the Union and Progress, Atatürk, and İnönü. It would be misleading to see them all the same. We do not aim to dominate other countries. We started to be as effective in the Middle East as we were in the Balkans. We are now a global player in the grand chess of world. We will also have a say in the restoration of global institutions and organizations. We will be the leader of the fight against inequality in the world. We will be helping to raise the voice of the South against the North. Turkey will be the spokesperson against global inequalities, and in this respect, we will be the country that unites not only the East and the West, but also the North and the South. There may be those who accuse us as a third-worldist, we will only be the spokesperson of the South in the globalized world…” (26.12.2010- Sabah)

Davutoğlu, in his speech on the announcement of his candidacy for AK Party General Presidency, by the new President Erdoğan in the past days; “The great restoration movement carried out in the last 12 years will continue without any interruption.” Its statement has shown that the reconstructionist moves will accelerate the targeted restoration of the means and capabilities that will proactively make the collective action reflexes of the AK Party government and the state, rather than individual governance and projects, in the “New Turkey” process.

A logical connection between theory and practice is essential in order to become social subjects of new initiative and new breakthroughs. If this relationship is not established properly, it will be inevitable to fall into a position that cannot breathe in abstract theories that move away from practice, social life and the flow of history. In this respect, Davutoğlu's theorist identity and his experience in active politics, will gain a new great level in his adventure as party chairman and prime minister. The cadres in the new cabinet, which will continue with this new and continuous concept; In terms of the functioning of the process, they should carry the shaping of new structural and technical strategies to their own field of duty with the projections they will obtain from the ongoing restoration process underlined by Ahmet Davutoğlu.

Existing patterns in the new global power parameters have entered the process of discharge and reconstruction. Undoubtedly, the geography in which we live is the place where the cumulative effect of this will be felt and felt the most. In that respect, the limits of the paradigms must be pushed or even excluded in order to get through this process easily and to be in the playmaker position.

If there are no disturbances, then the authenticity of this new situation should be discussed. The idea of a “New Turkey” will disturb minds that obey that status quo, especially as it undermines conservative habits. Actors who can keep up with this proactive change must be equipped with the equipment to take decisions very quickly on the basis of solid and healthy institutionalization and make it current quickly. Otherwise, the construction process will not go beyond being just a rhetoric.

Since continuity is essential in construction processes, it should not be forgotten that: Institutional structures should be developed with principles and principles-based strategies, not person-indexed, and this should become a tradition on solid basis. Mr. Tayyip Erdoğan has brought this into Turkish political life. As a matter of fact, in his speech: “Turkey should learn to keep on going with principles, not with mortals. Tayyip Erdoğan is a mortal, what will happen when he died? Let the nation do what is to be done when he dies.” he has clearly demonstrated this nuance in his way of understanding. A very successful test was passed in terms of who will head the AK Party after Erdoğan. The question of "Who can be the General President" was never asked in the public opinion, and it was discussed who among the possible candidates would lead the party.

Now, in the formation of the new cabinet, some people with sincere feelings do not want Mr. Hakan Fidan to be appointed from the National Intelligence Organization (MIT) Undersecretary to the Ministry of Foreign Affairs, because of the risk that the MIT's renewed and conformity with the 21st century vision, the struggle against the parallel structure, and the peace and solution process would fail. However, as we have just mentioned, institutions which are person-indexed are outdated structures that do not provide permanence. Such an understanding and approach brings with it a ruined perspective stemming from fears and anxieties. Such a point of view not only stagnates the institutions, but also causes the personalities that will accelerate the other higher institutions of the state to an institution and to atrophy. Therefore, Hakan Fidan's experience and specialty as a de facto must be helped to move beyond bureaucracy inti active foreign policy. I believe that Hakan Fidan will bring a new and powerful vision to the foreign policy of the government to be established by Davutoğlu by adding active synergy on top of his dynamism in the National Intelligence, which he has turned into a regional and global power. Moreover, whether he stays at the MIT or becomes the Minister of Foreign Affairs makes a more positive contribution to the country, and this should be considered and discussed with all the aspects. It does not seem possible to eliminate the internal elements of the parallel structure without blunting the support it receives from the neo-cons in Israel and the USA. There is no doubt that the political identity will be more comfortable and effective than the bureaucratic identity in this struggle. It should not be forgotten that the parallel structure is pursuing new operations in every possible place based on the perception that there is a connection between the so-called "Selam-Tevhit" organization and Fidan. The role played by Hakan Fidan in the 12-year-long journey of power of the AK Party, starting with TIKA, should not be seen in a constructive position, on the contrary, it should be taken into account as a dominant personality and potential. Even if not in this transitional period, the most important person who should head the Foreign Ministry after the 2015 elections should indisputably be Hakan Fidan.  

After the 2015 elections, very important days await the AK Party and the Republic of Turkey with the possible participation of Mr. Abdullah Gül in the governing staff.
