Seeking Solutions to the Middle East and North Africa Crises – 2024 Congress Opening Speech

I greet you with the most beautiful greetings.

ASSAM’s father of the idea and founder, (Ret.) General, Senior Advisor of President Erdogan and former member of the Presidential Security and Foreign Policy Board, Adnan TANRIVERDİ passed away on August 4, 2024, at the age of 80, leaving behind valuable works.

On this occasion, let us present a Fatiha to Adnan Tanriverdi.

We carried out our congress preparation work with a valuable team. Before moving on to the congress titles, I find it useful to remember the purpose of ASSAM.

Purpose of ASSAM

Based on the idea that the prosperity of Muslim Nations, the survival of the states they have established, the establishment of peace in the world and the dominance of justice can only be possible if Islamic countries enter the world political scene as a superpower; The purpose of establishing ASSAM is to conduct intellectual studies that will ensure that Muslim States;
1. create a database of national power elements for each,
2. conduct individual and joint internal and external threat assessments, determine the principles of internal and external security plans,
3. establish and develop the institutions needed to gather under a common will and the organizational principles and fundamentals of these institutions.

To achieve this goal, ASSAM carries out a number of activities. The most prominent of these is the ASSAM International Congresses held every year.

ASSAM Congresses

ASSAM Congresses aim to make determinations on an academic and political basis regarding current problems in world politics, especially the Geography of Islamic Countries; to propose solutions to international, regional and local crises; to determine the institutions necessary for the Islamic Countries to come together under one will and to create the necessary legislative models for these institutions; and to present a solution to the Islamic World and decision-makers.

Model ASRICA Islamic Union Congress Series

The First Series of ASRICA Islamic Union Model International Congresses was held as a series of seven international congresses, one each year between 2017 and 2023.

As a result of the seven congresses held, the necessary institutions for the Islamic countries to form a Union were studied, and a model legislation and a model constitution for these institutions were created.

During this seven-year period, ASSAM answered the question “How can an Islamic Union be formed?” by creating two separate models.

The first of these models includes a study to be carried out during peacetime and is called the “ASRICA Islamic Union Model” by ASSAM.
According to this model, it was decided that a “Parliament of Islamic Countries” should be established, and a “Ministry of Islamic Union” should be established in the council of ministers of each Islamic country. The “Declaration of the Confederation of Islamic Countries” approved by the ASSAM Board of Directors was signed by 109 civil society organization officials, 29 of whom were from Islamic countries and 80 of whom were from Turkiye and announced to the world public opinion through the press.
In addition, taking into account the provisions emphasized in the declarations, the “ASRICA Islamic Countries Union Confederal Republic Constitution”, which will be a model for the Islamic Countries Confederation, was prepared as a draft.

The second model that was created is a solution to the crises that are being continued by the West in the Islamic geography, such as the genocidal crisis carried out by the Terrorist State of Israel and was named as the “Model ASRICA Crisis Management Confederation” by ASSAM. This model was prepared based on the fact that the chaos prevailing in Kashmir, Myanmar, East Turkestan, Syria, Iraq, Libya, Yemen, Somalia, Sudan and Palestine could be solved by an organization to be formed by the Islamic World without involving others.

These 2 models that I mentioned were created as model suggestions as a result of the studies that we call the Model ASRICA Islamic Union Confederation conducted by ASSAM between 2017 and 2023. These studies do not claim that the “Islamic Union” cannot be realized with another model. On the contrary, we were carried out with the aim of opening a horizon for the Islamic World, opening the door as a pioneer for the formation of new studies and models, and keeping the ideal of Islamic Union alive on the agenda. Certainly, the Islamic Ummah must create a model on which it will reach consensus. It also has this ability and opportunity.

The first congress series, which was carried out by holding an international congress every year for seven years, will be followed by a second series starting from 2024.

ASRICA Islamic Union Model “Seeking Solutions to Crisis International Congress” Series

The main focus of the second congress series, which will be held in the 4-year period between 2024 and 2027, to propose solutions to the crises in the regions concerning the Islamic Geography. The topics were chosen as follows;
1. ASRICA Islamic Union Model “Seeking a Solution to the Crises in the Middle East – ODBIF and North Africa – KABIF Region” Congress (2024)
2. ASRICA Islamic Union Model “Seeking a Solution to the Crises in the Europe – ABIF and Near East Asia – YDABIF Region” Congress (2025)
3. ASRICA Islamic Union Model “Seeking a Solution to the Crises of the Central Asia – OABIF and South East Asia – GDABIF Region” Congress (2026)
4. ASRICA Islamic Union Model “Seeking a Solution to the Crises in the East Africa – DABIF, South West Africa – GBABIF, North West Africa – KBABIF Region” Congress (2027)

The congress series to be held between 2024 and 2027 is called the ASRICA Islamic Union Model Seeking Solutions to Crises International Congress Series.

The congress language will be Turkish, English and Arabic as it has been until now. Abstracts and full papers will be compiled into a book and published on the ASSAM Congress WEB Site, and the papers will also be published electronically in the ASSAM International Refereed Journal (ASSAM-UHAD). Those who submit papers to our congress and want to have their papers published in our ASSAM International Refereed Journal (UHAD) must prepare their papers in accordance with the paper preparation format of our refereed journal and upload them to the system via the link published on our website. Papers/articles will be published in the refereed journal after passing the referee process.

The Congress Final Reports, which will be prepared for execution, will be sent to decision-making mechanisms and all invitees and participants from the Islamic World and will be published on the ASSAM Congress website.

Seeking Solutions to the Crisis of the Middle East and North Africa Region – 2024 International Congress

Scope

The first of the “ASRICA Islamic Union Model Crisis Regions International Congress Series” is titled “Seeking Solutions to Crises in the Middle East and North Africa Region“ and focuses specifically on the Chad – Palestine – Iraq – Libya – Syria – Yemen crises.
There are a total of 18 countries within the scope of the Middle East Regional Islamic States Federation – ODBIF and the North African Regional Islamic States Federation – KABIF, two of the federations that make up the Model ASRICA Confederation of ASSAM;
Model ASRICA Middle East Regional Islamic States Federation – ODBİF; 12 countries including Bahrain, UAE, Palestine, Iraq, Qatar, Kuwait, Lebanon, Syria, Saudi Arabia, Oman, Jordan, Yemen…

Of the papers submitted to the 2024 International Congress on the Search for Solutions to the Crises in the Middle East and North Africa Region, 26 papers from 14 countries were deemed appropriate to be included in the congress. The distribution of these papers by country is as follows; Chad (2), Palestine (3), France (1), Gambia (1), England (1), Qatar (1), Kashmir (2), Malaysia (1), Egypt (2), Pakistan (2), Syria (1), Tunisia (1), Turkey (7), Yemen (1).

Conclusion

The genocide that is being carried out in Palestine today, which is bleeding consciences, which is being broadcast live on TV and social media, which is devastating the world’s public opinion, and which is eventually showing a tendency to spread to Lebanon and Syria, is sending a message to the whole world by reaching out to Iran and aiming for a regional war.

The message the US is giving to the whole world regarding this genocide carried out by the cursed Jewish people in Palestine is;
• As long as I want this genocide to continue and you cannot stop it!
• This genocide will continue with the level of brutality I allow, you cannot stop it!
• None of you are independent, whatever I say goes!
• You have no choice but to surrender to me or die!
• I can even make death a nightmare for you!

All these messages are aimed at preventing the world public from forgetting the heartbreaking brutality of the established order, ensuring that they accept their helplessness, and breaking down their resistance to what will be done next.

Who and how will say STOP to the USA and its subcontractor in the Middle East, Israel!

The President of the Republic of Turkey, Mr. Erdoğan, put forward the “World is Bigger than Five” doctrine in 2013, and in 2014, in the first United Nations General Assembly he attended as President, he shouted this doctrine out to the entire world. Our President is making this statement by referring to the 5 permanent members of the United Nations Security Council, who act in a way that will lead to a deadlock in all crises that occur between countries according to their own interests, due to their privilege of being permanent members of the United Nations Security Council and having the authority to veto all decisions. Our President also suggests internal solution methods for the United Nations, which has reached a deadlock in the face of global crises. However, the privileged 5 permanent members of the Security Council are aiming to block all solution methods and put global injustice into an endless cycle.

As our President said, “The World is Bigger than Five” and “A More Just World is Possible”…

How?

ASSAM is a civil society organization, a think tank, and produces solutions and models that resonate worldwide. ASSAM; Based on the fact that the USA, which challenges the whole world economically and militarily, needs to be confronted by an equal or greater power, evaluates that this power can be achieved as a result of the Unification of Islamic Countries, and produces models by conducting technical studies on the way to establishing an Islamic Union.

ASSAM founding president Adnan TANRIVERDI made the statement “Palestine should also have an army!” in January 2009 and shared the road map model for Palestine’s independence with the public.

Subsequently, ASSAM has put forward the solution proposals of “Model ASRICA Islamic Union Confederation”, “Model ASRICA Crisis Management Confederation”, “Islamic Union Model Constitution” that will produce permanent solutions to many crisis regions, especially the Palestinian issue, with the studies it carried out between 2017 and 2023. It also aims to continue its model development / improvement studies to ensure global peace and justice with the ASRICA Islamic Union Model “Seeking Solutions to Crisis International Congress” Series between 2024 and 2027.

This year, we will compile the papers presented by 26 participants and present them to the political will and decision-makers by compiling solution proposals for the crises in the Middle East and North Africa.
