Please remember, the representative of the colonial states in Libya, the coup-plotter General Khalifa Haftar, also attacked the units of the Government of National Accord (GNA), which is legally recognized by the UN, by upsetting the ceasefire terms before the meeting in Moscow, mediated by Russia, ended. 

For some reason, right after every Ceasefire agreement that Russia is a mediator, there is always a problem like this. Again, it should be remembered that both in the phase of the Turkish Armed Forces (TAF) forces attacking the PKK/PYD units in northern Syria 32 km to the south; This has always been the case in the ASTANA and SOCHI processes, as well as in the conflicts between the TAF-backed-FSA (Free Syrian Army) supported by the Idlib countryside (TAF) and the Syrian Baath Regime elements supported by the Iranian militia. Currently, ceasefire conditions are maintained by establishing a de-escalation line on the aforementioned lines in Syria, with armed patrols organized by the Turkish Armed Forces and the Russian Federation. 

After the Armenian army attacked the Azerbaijani civilian settlements on September 27, the Azerbaijani army launched an operation and liberated the city of Jabrayil, Hadrut and more than 30 villages from occupation.

Russian Foreign Minister Sergey Lavrov (who said I have Armenian blood in my blood) stood alone in front of the cameras after the ceasefire meeting. Lavrov stated that as a result of the negotiations with the parties, an agreement was reached on the exchange of bodies and prisoners in Nagorno-Karabakh, and that a decision was taken to establish a ceasefire in the region. Reading the text of the agreement, Lavrov said, “The Ministers of Foreign Affairs of Armenia and Azerbaijan accepted the ceasefire as of midnight on October 10. The Republic of Azerbaijan and the Republic of Armenia, with the mediation of the OSCE Minsk Group co-chairs, are starting fundamental negotiations with the aim of reaching a peaceful solution as soon as possible on the basis of the main principles of the settlement.”

According to the text, it was announced that a ceasefire was declared as of 00:00 on October 10, where the exchange of prisoners of war and funerals will take place in accordance with the criteria of the International Committee of the Red Cross. It was stated that the details of the ceasefire will be worked on later, and negotiations will be started for a peaceful solution in the region under the mediation of the OSCE Minsk Group co-chairs.

Despite the temporary ceasefire that came into effect at midnight on October 10, the Armenian army launched an attack to re-occupy Jabrayil and Hadrut. As a result of the preventive measures of the Azerbaijani army, Armenian forces lost a lot of manpower and military equipment and had to retreat. 41 Azerbaijani civilians were killed and more than 200 people were injured as a result of the Armenian army attacking the Ganja city of Azerbaijan with missiles, within 24 hours of the ceasefire. The city of Ganja was destroyed in the Armenian attack.

This is a war crime and a serious violation of the Geneva Conventions. The rocket attack was made from the Vardenis region of Armenia. As a result, the aim of the Armenians is to re-occupy the liberated areas. The military and political leadership of Armenia is responsible for its crimes. Armenia showed its hypocrisy by attacking in the first hours of the ceasefire. The parties to the negotiation were Armenia and Azerbaijan. However, Armenia wanted international observers and international organizations to come to the region for their own assurance.  Azerbaijan opposed it. Azerbaijan stipulated that this issue should be discussed only after the expulsion of the Armenian army from Karabakh. The duration was not specified and it was stated that this would depend on the work to be done under the coordination of the International Organization of the Red Cross. Although it was stated that the main purpose of the temporary humanitarian ceasefire, which was agreed between Azerbaijan and Armenia with the mediation of Russia, in Moscow for two days, it was reported that the coordination of this work would be carried out by the International Organization of the Red Cross.

As it is known, the Russian Federation is one of the members of the OSCE (Organization for Security and Cooperation in Europe) Minsk Group in the Armenia / Azerbaijan conflict. The OSCE Minsk Group was established in 1992 by the Organization for Security and Cooperation in Europe with the aim of encouraging the states of Azerbaijan and Armenia to find a peaceful solution to the Karabakh conflict. The OSCE Minsk Process began with the OSCE Council meeting in Helsinki on March 24, 1992, with a request from the chairman of the council to pave the way for a solution so that the Karabakh conflict can be concluded through negotiations as soon as possible. For this purpose, a conference meeting was requested in Minsk, the capital of Belarus. At the meeting held in Budapest on December 6, 1994, it was decided to establish co-presidential institutions for the Minsk Process and these co-chairs to be the USA, France and Russia. These co-chairs are obliged to hold meetings with all relevant countries and institutions, especially Azerbaijan and Armenia, which are the parties to the issue, and to report the results of these negotiations to the Minsk Group. In addition to the co-chairs from the USA, France and Russia; the OSCE Minsk Group includes Belarus, Germany, Italy, Portugal, the Netherlands, Sweden, Finland, Turkey and the parties to the conflict Azerbaijan and Armenia.

Now, at this point, one cannot help but think that some tricks are being made. The Russian Federation, as one of the co-chair countries of the Minsk Group, apparently seizes the ARMENIA-AZERBAIJAN conflict and initiates the so-called peace. The Russian Federation wants to say “I am the boss here” without infecting the USA and France, which may be a threat to it in the Eastern Mediterranean, which are not directly involved in the conflicts because it is engaged in the elections, which are other NATO member co-chair countries. The Russian Federation, which constitutes the core of the Union of Soviet Socialist Republics (USSR), intends to continue the Russian hegemony both in the Caucasus and Central Asia after the collapse of the USSR. Within this context, despite the fact that Nagorno-Karabakh belonged to Azerbaijan during the USSR period, it was fixed by the agreements and this issue was confirmed by the UN with several resolutions; It is as if the members of the OSCE Minsk Group (with the exception of Turkey), especially the Russian Federation, do not want this region to remain a subject of conflict, and that Nagorno-Karabakh be handed over to its real owners (AZERBAIJAN) and have not solved the problem for nearly 30 years. As it is known, the Russian Federation has its 102nd Military Base in Armenia affiliated to the South Caucasus Army and about 3,000 soldiers. It is reported that this number has been increased to 5,000 in recent months. Member of the Collective Security Treaty Organization of the Russian Federation and Armenia [i] and the Eurasian Economic Union [ii]. Signatory countries cannot belong to any other military alliance or group of countries. An attack against any of these countries is treated as if it were committed against all member states. 

Probably, the question will come to everyone's mind: “Could the Russian Federation, the party that has the foreign ministers of Armenia and Azerbaijan sitting at a table, is encouraging Armenia on the basis of the two unions mentioned above?” Although the Russian Federation abstains from the issue regarding Karabakh in the last war, including the conflicts in previous years, it can be said that Armenia, which has resorted to illegal warfare methods to get involved in the incident, provokes Azerbaijan to launch missile attacks on cities other than Karabakh and the cities behind the Armenian front. In this case, Armenia may be trying to ensure a harsh intervention of the Russian Federation in Azerbaijan in accordance with the Collective Security Treaty Organization agreement. Thus, it is not difficult to guess that while its arch-rival Azerbaijan was destroyed by the Russian Federation with a vital blow, on the other hand, Turkey, which has a frightening image, was also eagerly preparing for a confrontation with the Russian Federation.

In recent years, the Russian Federation has come to a state of nightmare against the US and NATO planes circling in the Black Sea skies, the US warships showing the flag, and the NATO elements that have expanded its borders as far as Ukraine and Georgia.
